The right order for starting a short-term rental in Japan is not cheapest-first, it is easiest-to-abandon-first. The first five steps spend nothing but time, and stopping at any of them costs no money at all. From the sixth, the day you order the drawings and the building work, the money sticks to the building and does not come back.
This is the sequence we walked ourselves, launching three buildings and six rooms in Tokyo and Sapporo, all of them on the hotel-business permit (旅館業許可). Figures are as of August 2026, from our own six rooms over the twelve months from August 2025 to July 2026, published with the method on our operating data page. What is the order of the steps to start a vacation rental in Japan?
Ten steps, sorted by how little you lose if you stop there. The first five spend only time; from the sixth the money stays with the building. Move furniture or photography forward in the order and the furniture becomes a storage bill.

What should you check in the first thirty minutes?
Three things: the zoning of the address (用途地域), the building's total floor area, and then either the management rules if it is a condominium (管理規約) or the subletting clause of the lease if you rent. Most properties that cannot be started are identified by those three alone, inside the first half hour.
For all three the answer comes from documents and counters, not from an article. Zoning comes from the municipal office or the published city-planning map, floor area from the drawings or the registry, rules and leases from the original text. Stop here and nothing has been spent. When do you decide between the permit and the notification route?
Before the pre-consultation. Whether you go for the hotel-business permit (旅館業許可) or file under the residential-lodging law (民泊新法 / 住宅宿泊事業) changes which counter you talk to, what equipment is asked of you, and how many nights a year you are allowed to sell. Arriving at the pre-consultation undecided means going twice.
The notification route is capped at 180 nights a year, and the other 185 days stay empty however much demand there is. That reshapes the economics from the ground up, so the comparison lives in permit or notification. All six of our own rooms are on the permit. AG STAY holds no registration as a residential accommodation management operator (住宅宿泊管理業者), so we do not take on properties that intend to stay on the notification route.
What gets decided at the pre-consultation?
Two things: whether a permit is realistic for this property, and what fire-safety equipment it will need. Up to this point almost nothing has been spent.
The health centre comes first, and bringing a draft floor plan makes the conversation much shorter. The fire department follows, and the equipment list is settled there. What decides it is neither us nor a general rule but the office with jurisdiction; standards differ by municipality, and what you are told here becomes the specification the construction quote is written against. At which step does the money stop being recoverable?
The day you order the drawings and the building work. What goes into the change of use and the fire equipment attaches to the building, and it does not leave with you if you stop running a rental.
Furniture and appliances behave differently. They resell, partially, and they move to another room, which is why they sit at step nine. Bought early, they wait out the permit in storage. How do you back-date the opening day?
List the property at least six weeks before the month you want it to earn in. Across our own 449 bookings, the median gap between booking and arrival was 42 days, exactly six weeks (as of August 2026, our six rooms over twelve months).
With the permit running three to six months, counting from the pre-consultation expect roughly four and a half to eight months before a first booking arrives. If the opening month is yours to choose, choose it. Our own occupancy averaged 83.6% over twelve months and moved between 76.3% and 90.3% month to month. What happens in the first month of operating?
The first month is spent collecting reviews rather than bookings. A new listing has none, and at the same price a room with a record is chosen first. Price it proudly in month one and the first booking recedes.
The workload, on the other hand, is at full rate from day one. Our average stay is 3.3 nights, so a room is opened by a new guest about 7.6 times a month. Cleaning runs at 17.5% of revenue inside a seven-line operating total of 27.9%, which excludes rent and the management fee. Where in this order should you talk to a management company?
The most useful moment is between steps five and six, before the building work is ordered. It is the last point at which the specification and the numbers can be looked at from outside while everything is still reversible. Owners more often come after the permit is granted, and by then the parts that cannot be changed have set into the building.
That said, an owner with one property near home usually keeps more by running it themselves (self-managing or hiring an operator). We take properties only in Tokyo's 23 wards and Sapporo city, at most five at a time, and we do decline some at the inspection (the properties we turn down). Our fee is performance-based, from 20% of revenue, with no fixed charge in a month without bookings.
